With that given, here's the how to:
If you want the changes to be passed on through genetics, follow the instructions Passing on Genetics below first. If you don't care about that, skip to the section Changing the Skin,Hair, Eyes.
Passing on Genetics
1. Select the Neighborhood the sim is in and then select the sim in the Sim Browser. 2. Select Open Sim DNA located under the More tab. 3. In the Dominate Gene section, change the skin, hair, eye color to what you want your sim to have. In the Recessive Gene, change it to what, let's say, one of that sims parents genes are, or to whatever you want. Copy what you want to change to their DNA to from the above GUIDs by highlighting them, then copy/paste it to their assigned boxes.Press the Commit button, then the Save button, to save your work. Proceed to the next step.
Changing the Skin,Hair, Eyes
1. Select the Neighborhood the sim is in and then select the sim in the Sim Browser. 2. Open up the Character Data located under the More tab. 3. Select the Age Data file. (It's easier to find it in the Resource Tree located on the upper left.) Now you will see a list on the bottom left under CPF Editor. 4. Select the file you want to change - skin, hair, or eyes. Now in the lower right you will see it list the file you want to change,(skincolor, haircolor, or eyecolor) and on the bottom the Value box with the GUID listed. 5. With the hair and skin you only need to change one number - the number I have underlined in the above GUIDs. Highlight that number and type the number you want to change it to. Select the Commit button, then the Save button located on top of the program. 6. Eyecolor takes a little more effort because you can't copy and paste it, you have to type all of it in. Highlight the GUID in the Value box, then type the numbers in exactly as listed above. It's probably easier to write the GUID down on paper and copy it from that. Then select Commit, then Save, to save your work. 7. Now start your game and select the household your sim is in. The changes don't take effect until your sim changes their appearance in the mirror. You don't have to actually change anything, just enter (click the check mark) and exit the mirror. Your sim's skin/hair/eye color is now changed!
