Subject: How do we see all of Hood?

I have a question. I've taken pics of one of my Hoods. When I press the Tab key I can see all of the outlined areas of the Hood. Why am I limited in where I can go? Like, I can't even send my Sims to this spot to build a lot. Why is that? Is there some sort of code I need to enter to get to these areas?
