if you are looking for a free picture editing programme here are a couple i use the first one is photoscape this lets you crop, resize and combine your images it does a lot more too.

i also use paint.net as it is much better than just the normal paint you get on your computer.

i also use gimp which is free and great if you make clothing for the sims.
